Salman Khan Hit-and-Run Case: Lawyer Questions Blood Test Done by Police

On May 6, Salman Khan was sentenced to five-year jail term for culpable homicide not amounting to murder and driving under the influence of liquor by the Mombay High Court.



Mumbai, Maharashtra:  Pointing to “discrepancies” in the 2002 hit-and-run case involving Bollywood superstar Salman Khan, his lawyer today raised a question in the Bombay High Court as to why police had gone for a blood test when no witness or First Information Report (FIR) had ever suggested that the actor was drunk or was smelling of liquor.

Amit Desai, arguing on Mr Khan’s appeal against conviction, alleged discrepancies made by police the 14-year-old drink-and- driving case and said that the actor had not taken alcohol on the day of the mishap.


“Why Kisan Shengal, prosecution witness 27 and Senior Police Inspector of Bandra police station, took a decision to draw blood samples of Salman Khan…Why ? What prompted him?…,” asked Mr Desai while arguing before Justice A R Joshi.

The lawyer pointed out that in the entire evidence, there is no mention of police constables, officers and, or staff speaking about the smell of alcohol when the appellant arrived at Bandra police station on September 28, 2002 when the mishap had occurred.


Mr Desai said that the complainant as well as star witness late Ravindra Patil, who was the police bodyguard of Salman at the relevant time, had made a mention of Salman smelling of liquor or taking drinks.


“There is absolutely no mention – that he was slurring, that he was smelling, that he was staggering, that his gait was not proper….Our case is that he did not have alcohol.. then why PW-27 (Investigating officer Kishen Shengal) took the decision to send him to hospital?,” said the lawyer.


Reading out evidence, Mr Desai said “PW-27 says he asked Police Inspector Sachin Suryawanshi to take Salman for drawing blood sample….PW-22 (Sub-Inspector Vijay Salunke) who took him to hospital states that he was told by PW-27….somewhere something happened and something is missing… there is lot of confusion, lot of discrepancies.”


On May 6, the actor was sentenced to five-year jail term for culpable homicide not amounting to murder and driving under the influence of liquor. One person was killed and four injured when his car had rammed into a shop in suburban Bandra on September 28, 2002.

New Delhi:  Two chief ministers attended, three sent letters of support. One just sent regrets. In the end, only West Bengal’s Mamata Banerjee shared stage with Arvind Kejriwal at his conclave of chief ministers in the national capital today.

Manik Sarkar, Tripura Chief Minister sat through discussions but did not stay for the speeches.  


Mr Kejriwal, in the middle of a protracted turf battle with Lieutenant Governor Najeeb Jung, accused the BJP-led NDA government of not allocating funds to states and of “arm-twisting” them by “misusing” agencies like the Central Bureau of investigation or CBI.


He alleged Lt Governor Jung is acting like “an agent” of the Centre by “declaring 30 orders of the Aam Admi Party government null and void”.

Ms Banerjee concurred and offered support. “They send the CBI to chief ministers’ homes to arrest them, can the chief minister order a raid at the Prime Minister’s house?” she said.


The Bengal CM also said, “Declaring orders null and void is not good… What is happening in Delhi and other states is not co-operative federalism. It is a danger.” The Centre, she said, was running a parallel government through Governors.


Together they pitched for the supremacy of elected governments, demanding complete de-centralisation. “States will have to be given more power, rising above party politics,” said Mr Kejriwal.


The conclave was to have served as a coming together of chief ministers of states not ruled by the Bharatiya Janata Party or its allies against the Centre. Mr Kejriwal had also invited Congress CMs, but none attended.


The chief ministers of Mizoram and Pudducherry sent letters of support. So did Bihar Chief Minister Nitish Kumar, who has in recent days shared a relationship of mutual admiration and support with Mr Kejriwal.  Mr Kumar is busy campaigning for elections in Bihar next month.


Uttar Pradesh Chief Minister Akhilesh Yadav sent word he would not attend the conclave.


Mr Kejriwal admitted he should have checked on the availability of the chief ministers before deciding on the date of the conclave.


 


NDTV Exclusive: Tough to Believe in God, Say Aarushi Talwar's Parents

New Delhi:  Rajesh and Nupur Talwar were convicted of the twin murders of their teen daughter Aarushi and the family’s domestic help Hemraj in 2013. They have filed an appeal against that verdict by a court in Uttar Pradesh, but hearings have yet to begin. The Talwars have always maintained they are innocent; the investigation against them, first by the police in Noida, where they lived, and then the CBI, was replete with lapses and holes, according to many legal experts. NDTV’s Sunetra Choudhury interviewed the Talwars, dentists by profession, by exchanging letters and speaking to jail authorities.

Here is the transcript of the interview:


NDTV: Do you know that a film has been made on your case? Do you think it will affect your case?


Talwars: We saw trailers of the film in jail and also read press reports about it. From what we can make out, they have tried to present both sides of the case. What they haven’t focussed on is the malafide of the CBI.


NDTV: What are you hoping that this film, or the book that was written before achieves?


Talwars: All we think is why doesn’t anyone take a stand? What is the reason they are all keeping quiet when it is so clear that a major injustice has been done, that something wrong has been going on. Nobody has the guts to say anything even though character assassination of a child has happened.



 




Aarushi was found with her throat slit and head injuries in her bed just days before she turned 14.



NDTV: Is that what worries you the most?

Talwars: That is the only concern for both of us. This time in jail, we can deal with it, we see patients, it passes by and we are managing. What we can’t deal with are the lies about our child. Everything (the case) is based upon insinuation by the CBI.


NDTV: Has the CBI been in touch with you since your conviction?


Talwars: No.



 




Investigators say nobody broke into the Talwars’ home and it was an insider job.



NDTV: What is the status of your appeal in the Allahabad High Court?

Talwars: We keep putting in applications for an early hearing but at the moment they are hearing appeals which go back to 1986, so it will take time.


NDTV: Can your lawyers help fast forward it?


Talwars: In the bail order, the court said we have a lot of influence. Where is the influence? Could we influence CBI? Who have we influenced? We may put in more applications but many holidays are coming up so it will take time.



 




The judge had accepted the CBI’s theory that the Talwars killed Hemraj and Aarushi with a golf club after finding them in “an objectionable position”.



NDTV: Many people say including legal experts that your mistake was filing a protest petition – do you agree?

Talwars: I don’t know why they say that. If CBI was filing a closure report on someone’s child’s murder, would they not object? I just asked them to further investigate – I didn’t even say don’t probe me. As a parent you cannot let it go, not until justice is done.


NDTV: They have written a book, now a movie, do you plan something to tell your own story?


Nupur Talwar: I started writing but then it was like I was reliving everything. It was too painful. So I have put it on hold for now.


NDTV: You have been sentenced to life, what keeps you going day to day?


Talwars: The fight for Aarushi. What they did to her, I want to fix that. The truth has to emerge and so the need to fight keeps us going. We know we are two small individuals, so who will listen to us but we will keep at it.



 




In his prison diary, Rajesh Talwar wrote, “If only I would have gotten up… I could not even save my dear Aaru.”



NDTV: Do you still have friends?

Talwars: We do have some. Surprisingly, our patients have stuck by us. They come and visit us as well. One came with his X-rays to show us, some ask why we can’t treat them here. Patrick French is an old patient who stood by us, and he came to the jail also to visit us. He told us that media houses in Britain would have been shut down for the kind of reporting that Indian media did.


NDTV: How often do you meet?


Talwars: Officially we meet once a week but due to the clinic (Rajesh sees patients daily) we meet thrice a week. It is working very well since we came here and jail officials also bring their families to consult with us.


NDTV: Do you read?


Rajesh Talwar: I read everything – read all of Amitav Ghosh and Neel Mukherjee and Jhumpa Lahiri and some religious texts


Nupur Talwar: Read Gurcharan Das’s The Difficulty of Being Good.


NDTV: Do you still believe in God?


Talwars: Sometimes we don’t but what else is there? Sai Baba said faith and patience are the only two things you need and we think that is really proved right.


Corruption in Railway Catering: PIL to Probe Companies

New Delhi:  A plea was today filed in Delhi High Court seeking direction to conduct immediate nationwide investigation on catering firms running contracts in Indian Railways, alleging they were over-charging passengers and flouting directions of the Ministry.

A doctor in his petition before a bench of Chief Justice G Rohini and Justice Jayant Nath alleged that the catering companies were charging arbitrarily and not complying with the rates prescribed in the circular issued by the Ministry of Railways, to the prejudice of the common passengers who were being over charged.


The court has fixed hearing on the public interest litigation (PIL) on November 18.


Doctor Sanjay Gupta, in his PIL, said exorbitant rates were being charged for food and beverage items on trains by the caterers.


“The money involved could be in thousands of crores, once the matter is investigated. Since the catering companies are not issuing bills to the buyers, there is bound to be tax evasion by the companies, depriving the exchequer of valuable tax.

“The receipts issued by the caterers in different trains are in similar layout and printing, indicating that most caterers are common or have formed a cartel,” the PIL said.


The petitioner said that in 2012, Railways had released an elaborate circular pertaining to catering services and prices. “The circular also stated categorically that under no circumstances, the railway should charge different rates as rates of these items are determined at the Railway Board level,” he said.


The petitioner also urged the court to see whether the caterers were complying with the circular, whether they issued bills of food items sold by them to on-board passengers and were paying all applicable taxes on the entire sales made by them on the trains.


He said that while undertaking railway journeys, he found that caterers were not charging uniform rates prescribed by the railways, which was “totally arbitrary and in flagrant violation of the said circular”.


While seeking action against officials and the catering companies, the plea said that the railways have “not bothered to rectify the procedure resulting in routine loss to the citizen and to the exchequer”.


The plea also sought direction to the Ministry to “initiate awareness programme for the passengers”.

Dharamsala:  The Dalai Lama, who is in the United States for medical evaluation, will be back home at Mcleodganj in Dharamsala city on October 3, officials confirmed today.

The 80-year-old Tibetan leader cancelled his planned October US appearances after doctors advised him to take rest.


Desang Tsering, Secretary to Dalai Lama, said, “He (Dalai Lama) has no health problems and he is doing well. He will be arriving in Dharamsala on October 3.”


A statement issued on the Tibetan leader’s website on September 25 stated that “His Holiness the Dalai Lama is in the United States for a medical checkup. The doctors have advised His Holiness to rest for the next several weeks. As a result, His Holiness’ planned October US visit has been cancelled.”


The official from Dalai Lama’s office in Dharamsala confirmed today that no programs are scheduled during his stay in Dharamsala as he is advised complete rest by the doctors, who attended upon him at Mayo Clinic in the US.

The Tibetan leader will be meeting the Tibetan Community of Minnesota today, after which he will rest and not attend any public event scheduled, the official said.


He had been scheduled to speak at events in Colorado, Massachusetts, Pennsylvania and Utah from October 17 to October 26, and was to receive an award from the National Constitution Center in Philadelphia on the concluding day.

Ranchi:  Prime Minister Narendra Modi will launch a mega Mudra credit card camp in Jharkhand where people will get loan cards to start businesses on Monday, an official said on Wednesday.

PM Modi is scheduled to attend programmes in two places — Khuti and Dumka.


He will inaugurate a rooftop solar power plant at the Khuti district court, which will become the first court in the state to get solar power.


PM Modi will then go to Dumka where he will launch the mega Mudra credit card camp.

“The target is to give loans under Mudra to one lakh people in Santhal region of the state,” a state government official said.


PM Modi will also inaugurate online a renovation and conservation project of a series of temples in Maluti at an estimated cost of Rs.13.6 crore.


Russia Carries Out Air Strike Near Homs in Syria: US Official

Washington:  Russia launched its first air strikes in Syria on Wednesday after President Vladimir Putin won parliamentary permission to use force abroad, the United States said.

A US official said the strike was near the city of Homs in what is Moscow’s first engagement in a distant theatre of war since the Soviet occupation of Afghanistan.


Russia’s deepening engagement in Syria comes as Putin and US President Barack Obama push rival plans on ways to defeat the Islamic State group in Syria and on the future role of the country’s embattled leader Bashar al-Assad.


“They gave us a heads-up they were going to start striking in Syria,” a US defence official said. “It was in the vicinity of Homs.”


The Russian defence ministry declined to immediately confirm the strikes.

President Vladimir Putin had just hours earlier won permission from the upper house of parliament, the Federation Council, to deploy troops abroad.


“The Federation Council unanimously supported the president’s request,” the Kremlin’s chief of staff Sergei Ivanov said.


He said the decision to launch air strikes was taken after Assad asked Russia for military support.


Ivanov, a former defence minister, declined to give details of the operation, saying only it would be limited in duration and ruling out ground operations by Russian troops.


Damascus confirmed Assad had requested military assistance from Russia.


Putin is seeking to muscle his way back onto the world stage after months of Western isolation following Russia’s seizure of Crimea from Ukraine and support for a separatist insurgency in the east of the ex-Soviet country.


Differences with the West


Russia is later Wednesday to preside over a special UN Security Council meeting on countering terrorist threats that is bound to produce a sharp difference of views between Moscow and Washington.


Addressing the UN General Assembly for the first time in a decade, Putin on Monday proposed a broad UN-backed coalition to fight IS militants and clashed with Obama on the future of Assad.


Washington and its allies blame Assad for the mayhem in Syria, where four years of bloodshed have killed more than 240,000 people.


France meanwhile said it has launched a probe into Assad’s regime for alleged crimes against humanity, saying it was forced to act in the face of “systematic cruelty”.


The French investigation is largely based on evidence from a former Syrian army photographer known by the codename “Caesar,” who defected and fled the country in 2013, bringing with him some 55,000 graphic photographs.


France, which is part of the US-led coalition against IS, carried out its first air strikes against the extremists’ positions in Syria on Sunday.


The Syrian Observatory for Human Rights monitoring group said the bombs killed at least 30 jihadists, including 12 child soldiers.


Russia argues that the West should support Assad in his fight against the jihadists.


But Washington says the Syrian leader must go if the Islamic State group is to be defeated.


National interests, not ambitions


The Pentagon says Russia has in recent weeks sent warplanes and other military hardware to northwestern Syria — along with at least 500 troops — in what many fear is an attempt to keep the war-torn country’s president in power.


Moscow’s proposal has exposed differences among Washington’s European allies, with some siding with Obama and others saying Moscow should have a greater role in fighting Islamic State.


Russia’s military involvement in Syria will be Moscow’s first engagement outside the former Soviet Union since the occupation of Afghanistan in 1979.


Putin had also sought permission from the council to deploy military forces in Ukraine ahead of Russia’s annexation of Crimea from Ukraine in March 2014.


Konstantin Kosachev, head of the council’s international affairs committee, said Russia’s forces would be working in close coordination with Syria’s army and stressed Moscow would not be sucked into a protracted conflict.


Ivanov said that by moving to launch air strikes in Syria, Russia was acting in the national interest, to prevent foreign terrorist fighters from crossing its borders.


“We are not talking about achieving some foreign policy goals, satisfying someone’s ambitions — what our Western partners regularly accuse us of.”


 ‘Hide your sons’


But many analysts accused the Kremlin of a short-sighted approach.


Alexander Konovalov, head of the Strategic Analysis Institute, said Russia was guided by a desire to end its diplomatic isolation and may not fully realise long-term consequences of a military involvement in Syria.


“We were coming to Afghanistan for six months and stayed there for 10 years,” he told AFP, referring to a conflict that killed over 14,000 Soviet troops between 1979 and 1989.


According to a recent poll by the respected Levada Centre, 69 percent of Russians are against Moscow’s deployment of troops in Syria, with just 14 percent in favour.


Wednesday’s news set social networks alight, with many commentators predicting dire consequences for Russians.

“We have roped in superstar Shah Rukh Khan for promoting tourist destinations in West Bengal. He will soon come over to the city for a two-day shoot,” state tourism minister Bratya Basu told newspersons here.


“New ad-films will be made featuring Shah Rukh for Hindi and English languages,” Basu said, adding that a Rs 8-crore budget has been earmarked for showcasing Bengal as an attractive tourist destination.


Road shows would be held in seven cities in the country to attract tourists to the state with the new catchline ‘Experience Bengal – The Sweetest part of India’, Basu said.


The minister said that with the Durga Puja coming up in the third week of October, the state tourism department has drawn up several package tours under which people can enjoy the festivities in the metropolis and in other parts of the state.


The packages during the festival would be from one of eight hours that would show popular pujas in different parts of the city, thronged by lakhs of visitors everyday, to that of a two-day schedule that would take tourists to different districts, where they can enjoy the festival in a serene and idyllic atmosphere.


Enforcement Directorate Registers Money Laundering Case Against Meat Exporter Moin Qureshi

New Delhi:  The Enforcement Directorate (ED) has registered a money laundering case against controversial Delhi-based meat exporter Moin Qureshi, who is under the scanner of probe agencies for alleged tax evasion and hawala-like dealings.

With the agency filing the fresh case under the Prevention of Money Laundering Act (PMLA), proceedings against the businessman will now be carried out under criminal laws as against the current ones being conducted under the Foreign Exchange Management Act (FEMA) and Income Tax Act which are civil in nature.


Officials said the agency slapped the fresh charges after taking cognisance of the I-T department’s charge sheet (also called prosecution complaint) against Qureshi in their alleged tax evasion case in a local court here sometime back.


“The new rules notified by the agency state that in any case if the prosecuting agency (tax department here) has filed a complaint in a competent court and the court has admitted it, such a case can be taken up for probe under PMLA,” they said.


The ED has taken over this case under FEMA early this year after the I-T department shared documents indicating hawala and alleged contravention of forex laws by the businessman and his business entities based here.

The ED had alleged that Qureshi has sent “huge amount of funds” through the hawala route to Dubai, London and few other overseas destinations in Europe.


The agency early this year had also conducted searches on Qureshi’s premises and had also questioned him.


It is expected that he may be summoned again for questioning and his assets may be attached as part of the fresh proceedings under money laundering laws.


The I-T department, during its probe, had found Qureshi had 11 bank lockers which were in the names of his employees and associates but the articles belonged to the businessman.


The lockers were operated by the employees of AMQ Group of Qureshi claiming that over Rs 11.26 crore in cash and jewellery worth over Rs 8.35 crore were found in these lockers.


After Steep Rate Cut, RBI Hands Over Baton to Delhi

Mumbai: When the Reserve Bank of India cut interest rates by much more than expected this week, government officials hailed it as a victory after months of imploring Governor Raghuram Rajan for strong action. Now, it is New Delhi that will need to deliver.

Mr Rajan cut the key repo rate by 50 basis points to a 4-1/2 year low of 6.75 per cent on Tuesday. He expects that show of faith to be rewarded by government efforts to manage food inflation and keep fiscal spending under control, said officials familiar with discussions at the RBI and the Finance Ministry.


Fixing structural constraints that push up inflation could be critical in determining whether the Reserve Bank of India (RBI) considers easing policy further, these officials said, given government officials are already pushing for even more rate cuts.


“The next crucial element is what the government does on the quality of spending, whether there will be large capital spending, whether food inflation will remain anchored and fiscal deficit goals will be attained,” said one of the officials.


“The governor will watch all these developments very closely for the next six months.”


While manufacturers have welcomed the rate cut, they say much more needs to be done – making it easier to buy land, a more simple tax structure and flexible labour laws are needed to speed up corporate investments.


“Rate cut is good, but it alone is not a sufficient condition for companies to start investing,” said M S Unnikrishnan, managing director of Thermax Ltd, an engineering company.


“For it (the rate cut) to have a material impact on the ground, other factors need to turn conducive.”


Improving the relationship


The ruling Bharatiya Janata Party (BJP) has proposed legislation on land acquisition and tax and labour reform, seen as critical to revive an economy that grew 7 per cent in the April-June quarter, well below the government’s target of 8 to 8.5 per cent for the year ending in March 2016.


But many of these measures have been blocked in the upper house of parliament by the opposition.


Still, the rate cut seems to have ushered better ties between the RBI and the government, improving a relationship that has been rocky at times.


Although the RBI is not statutorily independent from the government, Rajan, like previous RBI Governors, has long valued his independence.


And to the great frustration of government officials, the central banker had cut interest rates only slowly this year despite a steep fall in inflation, with 3 rate cuts totalling 75 basis points. That had made him unpopular among some quarters in New Delhi.


This time, the officials said, the RBI was persuaded by the government’s call to help bolster faltering domestic growth in light of the weak global economy and because consumer inflation had eased in August to a record low.


But they said the RBI was equally swayed, and heartened, by government efforts to manage food supply and its pledge to keep a tight lid on spending.


That gave the RBI more confidence about New Delhi’s assurances that more measures would be taken to douse food prices, building on earlier efforts such as managing the state’s stockpile of grains and allowing more imports of onions and pulses, all crucial barometers of food inflation.


The government efforts also convinced the RBI that New Delhi could keep to its fiscal deficit targets, now targeted at 3.9 per cent of gross domestic product for the year ending in March and 3.5 per cent the next year.


“We presented our views and facts and they finally accepted it,” said a senior government official. “The case for a steep cut was very strong.”

On Mob Killing Over Beef Rumours, Ex-BJP Lawmaker's Shocker

Dadri, Uttar Pradesh:  Commenting on the mob killing of a Muslim man over rumours that he had eaten beef, a BJP leader today controversially said it was “excitement” that led to the incident.

Nawab Singh Nagar, a former lawmaker from Dadri in Uttar Pradesh, where the killing took place on Monday night, also appeared to justify the killing and described  as “innocent children” the young men arrested after the incident.


Mohammad Ikhlaq, 52, was lynched by some 100 men, allegedly over a rumour that he had slaughtered a calf and had beef in his house in a village around 35 km from Delhi.


Mr Nagar, who visited Ikhlaq’s family, described what happened as sad but said: “If anybody was consuming cow meat then that is wrong.”


Six of the attackers were arrested the same night. They are “innocent kids” and “children barely 10-15 years old,” the BJP leader said.


The state’s Samajwadi Party government, after an initial inquiry, has said that the rumours that allegedly drove the mob killing were false.


Ikhlaq and his 22-year-old son were dragged from their house, and kicked and beaten. Ikhlaq died on the spot while his son is critical.


Half an hour before the attack, an announcement was allegedly made at a temple nearby that a calf had been slaughtered and its carcass had been found near a transformer.


The police are investigating who started the rumours in a part of western Uttar Pradesh that is prone to communal flare-ups.

For the hundreds of Syrian migrants who have escaped wars the forgery network holds out the possibility of a better life.



The refugee crisis shaking the world has come to be narrowly defined as Syrians fleeing the war, trying to enter Europe. But the ones trying to enter the West are only a small fraction – less than 10 per cent of the millions of refugees for whom Europe remains out of reach. All this week, on Exodus, a special series on NDTV, we trace the invisible roots of the refugee crisis from its point of origin along the Syria Turkey border to the gates of a divided Europe.

ISTANBUL: As dusk fell on Aksaray square in the heart of Istanbul, the refugees began to gather with their luggage. Some were women with children; others, young men in small groups or alone by street carts. The place soon resembled a train station, filled with expectation and the promise of a journey. Except, the people weren’t waiting for a train but to make contact with passport forgers.  



 



For the hundreds of migrants – many of them Syrian – that have escaped wars, often without documents, the forgery network holds out the possibility of reaching the West and a better life.


According to an estimate, nearly 70 per cent of Syrians have fled without passports.


All Syrians we spoke to in Aksaray were too afraid to talk, fearing identification by the Bashar al-Assad regime back home.

But with the help of a facilitator, we were led to a cafe just a stone’s throw away, to meet a prominent member of the forgery racket.


The tall, lean young man asked that we called him Oday, and that we mosaic his face once the TV cameras are on. He was more than willing to share in detail the workings of this booming illegal trade.


Oday, who says he is from the Golan Heights, says that once contact is made, all refugees need to give him their basic details and photographs. In two days he says, the passport is ready.


“Faster than the embassies,” said Oday,



 




According to an estimate, nearly 70 per cent of Syrians have fled without passports.




But the price is heavy: 700 to 1,000 Euros for a fake passport for any country in Europe. The price barrier explains why only a tiny fraction of refugees – about 10 per cent – can actually afford to attempt to make the trip to Europe, compared to those who remain in the Middle East, close to Syria’s borders.

“Passports for France or Germany are more expensive. Also, some passports are not fake but genuine, just sold after changing the names and photos,” he said.


The smugglers don’t guarantee success. But the money is deposited with a third party, to be handed over when the refugee reaches his or her final destination.  “They only need to get out of Turkey. Once they get to Europe, they declare themselves refugees and have to be taken in,” he said, adding, “We don’t take the money upfront. A third person gives it to us once the passport holder is out of Turkey.”


Oday wasn’t bragging. Sefik Dinc, an Istanbul-based journalist with the paper Haberturk pretended to be a Syrian refugee and bought a forged Finnish passport in two days, exposing the rot in the system.


A charitable explanation for why forgery operates so freely is so Syrians get a free passage. According to an official Turkish report, nearly 70% of the refugees left behind their passports in Syria and have no chance of getting them back.  


But Oday’s clients include other nationalities : Afghans, Iraqis, Chechens.  


Supplying passports is no charity work. Oday described a well-oiled ‘multinational’ criminal network concentrated in the hands of powerful ringmasters, startlingly with an Indian connection.


According to Oday, all the passports come from two main sources. “I don’t know them personally but I get the passports from a group controlled by three men of different nationalities – Iranian, Turkish and Syrian,” he said.


“I only deliver the documents. The bosses pay off the police on the border,” Oday admitted.


He says a parallel group is headed, among others, by an Indian. “There’s another group,” said Oday. “I have heard of it but don’t know personally. It consists of an Algerian and an Indian. Indians are known for their good work in making passports.”


Just last week, the European Union vowed to crack down on smugglers networks driving the migrants crisis. But nothing had changed for the smugglers in Turkey, said Oday. “It’s just talk. We haven’t had any problems,” he said.


Maggi Ban: Nestle Claims It is Being 'Singled Out'

Bombay High Court order which had set aside the countrywide ban on Maggi.



New Delhi:  Alleging bias, Nestle India Limited today told the apex consumer commission that it was being “singled out” by the government in the Maggi noodles ban case as no action was being taken against other manufacturers of similar products.

Citing Bombay High Court order which had set aside the countrywide ban on Maggi, the company also sought to recall an earlier order of the National Consumer Disputes Redressal Commission (NCDRC) by which it had admitted government’s Rs 640 crore suit against the noodles manufacturer for alleged unfair trade practices and other charges.


A bench, headed by Justice V K Jain, issued notice to the government on the company’s plea and sought response by October 8. It also issued notice to Nestle on a separate plea filed by the government seeking further testing of Maggi noodles.


The company opposed the government’s suit saying that due to the ban, around 9,000 vendors and 10,000 suppliers were rendered unemployed and it has suffered a loss of nearly Rs 250 crore.

“It has caused a huge damage to our reputation… to the extent that my competitors are making fun of me (company).


While my product has been banned, government is not taking any action against any manufacturer of similar products… I am being singled out,” senior advocate Arvind Nigam said on behalf of the company.


On August 17, NCDRC had issued notice to Nestle on the government’s suit to which the company had to reply today.


However, the company failed to reply to the notice claiming that it has not received complete documents from the government to which it had to filed its reply.


The commission has now asked Nestle to respond to Rs 640 crore suit by the next date of hearing on October 8.


In its petition, Department of Consumer Affairs has said that Nestle India had “indulged in unfair trade practices by false labelling of Maggi Noodles in as much as it states ‘No added MSG’ prominently on packet, despite presence of MSG.”


The department has also alleged that the company sold “defective” goods to the public by selling Maggi noodles with the presence of Lead and MSG and indulged in unfair trade practices by offering for sale Maggi Oats Masala Noodles with Tastemaker without risk assessment and product approval.


It also sought a direction to the company to recall all the “defective” and “hazardous goods” with respect to Maggi noodles with Tastemaker in all its variants and Maggi Oats Masala Noodles with Tastemaker and also sought a direction to it for issuance of corrective advertisement to neutralize the effect of the misleading advertisements.


“This commission be pleased to direct the opponent company to remove ‘No added MSG’ from the packets and labels of all the variants of Maggi noodles…. This commission be pleased to direct the opponent company to ensure strict compliance with labelling regulations for its entire range of products,” the department’s complaint filed before the commission said.

The blasts injured at least 13 people in the city, in Guangxi province.



Beijing:  Six people were killed on Wednesday when 15 suspected letter bombs exploded in southern China, state media said, with blasts reported in more than ten locations including government offices.

Dozens more were injured by the explosives apparently placed in express delivery packages, the official Xinhua news agency said of the blasts on the eve of China’s national day holiday.


The explosions occurred in at least 13 locations in a rural county in the Guangxi region, the Nanguo Morning News, a local newspaper, cited police as saying.


They included a prison, a government office and a shopping centre, it said.


Pictures posted online, which could not be verified, showed portions of six-storey buildings gutted and collapsed, and streets littered with glass, bricks and other debris.


Other photos showed overturned cars, victims bandaged and on makeshift stretchers and plumes of grey smoke rising above a residential district.


State broadcaster CCTV quoted a local police chief as saying the blasts were caused by several different explosive devices, adding that “the case is understood to be a criminal one”.


The blasts occurred at the seat of Liucheng county and surrounding areas, said Xinhua, which initially reported three dead.


It said rescue workers had rushed to the scene.


“Initial investigation showed that explosives could be inside express delivery packages,” it added.


In recent years several disgruntled Chinese citizens have bombed local government offices and public places to try to draw attention to their grievances.


In 2013 a man set off a series of home-made bombs packed with ball-bearings outside a provincial government headquarters in northern China, killing at least one person and wounding eight.


Xinhua said at the time he sought to “take revenge on society”.


The same year a street vendor set fire to a bus in east China’s Fujian province, killing himself and nearly four dozen passengers in an act of retaliation against local authorities.


Legal paths for pursuing justice in China are limited, as courts are subject to political influence and corruption. Citizens who lodge complaints against authorities often find themselves being detained.


Authorities maintain tight control over public security in the one-party state and place huge importance on maintaining social order.


Husband, Wife Commit Suicide in Ghaziabad

Ghaziabad:  A couple allegedly committed suicide by hanging themselves from the ceiling fan in their residence in Govind Town colony under Loni Border Police Station, police said.

Deputy Superintendent of Police (Circle Officer Loni) Anil Yadav said that Kripa Shankar (35) was self-employed and had been running a small workshop of door latches.


He was a habitual drunkard and frequently quarrelled with his 32-year-old wife Aarti, the DSP said.


Last night, Shankar, who was in inebriated condition, came to his house around 9 PM and entered into a heated argument with his wife, following which he left the house, he said.


When the husband returned around 10 PM, he found Aarti hanging with her saree from a ceiling fan in their bedroom.

Shankar disentangled her body by cutting the saree and later hanged himself using the remaining piece of the cloth, he said.


Aarti’s mother-in-law came to their house in the morning today and found both the bodies lying on the bed and reported the matter to the police, the DSP said.


The couple is survived by their six-year-old son and an eight-year-old daughter.


Both bodies have been sent for postmortem, officer added.


Consultation Seminar on Country's New Education Policy Held in Gujarat

Gujarat Education Minister, Bhupendrasinh Chudasama said the new education policy should be such which made countrymen reliable, disciplined, patriotic and honest.



Ahmedabad, Gujarat:  A consultation seminar on the country’s new education policy was organised by the Gujarat government, where suggestions of many academicians were taken. The Human and Resources Development ministry is in the process of drafting a policy after 29 years.

“No country in the world had done such a long process or it had shared experience from all the quarters to draft an education policy, but we will do it and Gujarat has already taken the lead in this (in form of consultation),” Bhupendrasinh Chudasama, state education minister, said in the event held at the Knowledge Consortium of Gujarat (KCG) campus here.


According to the minister, the consultation process on primary education has been conducted in around 12,304 out of 14,049 villages in the state. In the higher and technical education segment, the process has been conducted in 188 out of 224 blocks, and in 19 out of 26 districts have been completed.

Mr Chudasama also spoke about how the country and the state are far behind in Gross Enrollment Ratio (GER) in comparison with the developed countries. He said, “Gujarat has GER of 21 per cent, while the country has GER of 20 per cent, but if you compare it with the developed countries, then we are far behind. The GER in those developed countries would be more than 50 per cent. We need to think on this as well.”


The minister also said the government must reconsider its proposed ‘No Detention Policy’.


“I insist to reconsider this act. This is Gujarat’s message to the Union government. Because, if you do not fix the accountability of the teacher, then I think he will not teach properly. There must be changes in the No Detention policy,” Mr Chudasama said.


In an appeal to academicians Mr Chudasama also said the new education policy should be such which made countrymen reliable, disciplined, patriotic and honest.


Representative of Union Human Resource and Development (HRD) Ministry, Shakila Shamsu said the new education policy is being drafted and it is likely to be introduced by December this year.

The grapevine had been rife with the speculation that the ‘close friend’ is actor Arjun Rampal, whose proximity to Sussanne has been viewed as the reason behind her divorce. Earlier this week, the grapevine was abuzz with the news that Sussanne and Arjun had been spotted together at a coffee shop.


Sussanne had previously dismissed reports that Arjun was a reason behind her split with Hrithik, and had said that nobody was to be blamed. “There is no reason. Sometimes you have to do this because of a situation,” she had stated at an event.


Hrithik and Sussanne got married in in 2000 and have two sons – Hrehaan and Hridhaan. They called it quits in December 2013, just a few days before their 13th marriage anniversary.


Hardik Patel Announces Formation of New Group

New Delhi:  Patidar Anamat Andolan Samiti leader Hardik Patel on Wednesday announced the formation of a new group, Akhil Bhartiya Patel Navnirman Sena, with the aim to unite the Kurmi, Gujjar, Maratha and Patel communities.

Mr Patel, who has been spearheading protests in Gujarat to demand reservations for the Patel community, said at a press conference in New Delhi that the new organisation would try to mobilise support of these communities on the issue of reservation.


“The Akhil Bhartiya Patel Navnirman Sena will fight for the cause of farmers, labourers and youth of the country,” he said.


Mr Patel said he would also fight for reservation in government jobs on the basis of castes.


Earlier, he had said that he would fight for reservation in jobs according to the economic condition of the candidate.


Mr Patel also plans to organise a Mahasabha in the national capital next month to further his cause.


 


NDTV Exclusive: Tough to Believe in God, Say Aarushi Talwar's Parents

New Delhi:  Rajesh and Nupur Talwar were convicted of the twin murders of their teen daughter Aarushi and the family’s domestic help Hemraj in 2013. They have filed an appeal against that verdict by a court in Uttar Pradesh, but hearings have yet to begin. The Talwars have always maintained they are innocent; the investigation against them, first by the police in Noida, where they lived, and then the CBI, was replete with lapses and holes, according to many legal experts. NDTV’s Sunetra Choudhury interviewed the Talwars, dentists by profession, by exchanging letters and speaking to jail authorities.

Here is the transcript of the interview:


NDTV: Do you know that a film has been made on your case? Do you think it will affect your case?


Talwars: We saw trailers of the film in jail and also read press reports about it. From what we can make out, they have tried to present both sides of the case. What they haven’t focussed on is the malafide of the CBI.


NDTV: What are you hoping that this film, or the book that was written before achieves?


Talwars: All we think is why doesn’t anyone take a stand? What is the reason they are all keeping quiet when it is so clear that a major injustice has been done, that something wrong has been going on. Nobody has the guts to say anything even though character assassination of a child has happened.



 




Aarushi was found with her throat slit and head injuries in her bed just days before she turned 14.



NDTV: Is that what worries you the most?

Talwars: That is the only concern for both of us. This time in jail, we can deal with it, we see patients, it passes by and we are managing. What we can’t deal with are the lies about our child. Everything (the case) is based upon insinuation by the CBI.


NDTV: Has the CBI been in touch with you since your conviction?


Talwars: No.



 




Investigators say nobody broke into the Talwars’ home and it was an insider job.



NDTV: What is the status of your appeal in the Allahabad High Court?

Talwars: We keep putting in applications for an early hearing but at the moment they are hearing appeals which go back to 1986, so it will take time.


NDTV: Can your lawyers help fast forward it?


Talwars: In the bail order, the court said we have a lot of influence. Where is the influence? Could we influence CBI? Who have we influenced? We may put in more applications but many holidays are coming up so it will take time.



 




The judge had accepted the CBI’s theory that the Talwars killed Hemraj and Aarushi with a golf club after finding them in “an objectionable position”.



NDTV: Many people say including legal experts that your mistake was filing a protest petition – do you agree?

Talwars: I don’t know why they say that. If CBI was filing a closure report on someone’s child’s murder, would they not object? I just asked them to further investigate – I didn’t even say don’t probe me. As a parent you cannot let it go, not until justice is done.


NDTV: They have written a book, now a movie, do you plan something to tell your own story?


Nupur Talwar: I started writing but then it was like I was reliving everything. It was too painful. So I have put it on hold for now.


NDTV: You have been sentenced to life, what keeps you going day to day?


Talwars: The fight for Aarushi. What they did to her, I want to fix that. The truth has to emerge and so the need to fight keeps us going. We know we are two small individuals, so who will listen to us but we will keep at it.



 




In his prison diary, Rajesh Talwar wrote, “If only I would have gotten up… I could not even save my dear Aaru.”



NDTV: Do you still have friends?

Talwars: We do have some. Surprisingly, our patients have stuck by us. They come and visit us as well. One came with his X-rays to show us, some ask why we can’t treat them here. Patrick French is an old patient who stood by us, and he came to the jail also to visit us. He told us that media houses in Britain would have been shut down for the kind of reporting that Indian media did.


NDTV: How often do you meet?


Talwars: Officially we meet once a week but due to the clinic (Rajesh sees patients daily) we meet thrice a week. It is working very well since we came here and jail officials also bring their families to consult with us.


NDTV: Do you read?


Rajesh Talwar: I read everything – read all of Amitav Ghosh and Neel Mukherjee and Jhumpa Lahiri and some religious texts


Nupur Talwar: Read Gurcharan Das’s The Difficulty of Being Good.


NDTV: Do you still believe in God?


Talwars: Sometimes we don’t but what else is there? Sai Baba said faith and patience are the only two things you need and we think that is really proved right.


A Python Is 'Swallowing' Bengaluru's Potholes One at a Time

According to the Bruhat Bengaluru Mahanagara Palike or BBMP, the city’s municipal corporation, there are some 4,000 potholes spread across the city.



Bengaluru:  These days to fix a pothole, Bengaluru civic officials start by making it bigger. Once it is cut into a more regular, rectangular shape, the ‘Python’ gets to work.

 

A jet of air is blasted into the newly-reshaped pothole. Then, it is filled up with a mixture of stone chips and asphalt. Finally, a heavy roller flattens the filling and a pothole is repaired in a matter of minutes.

 
“This is an imported machine called the Python 5000. It is imported from Canada. Including the customs duties when it reaches the city it costs Rs 3.5 crores. The advantage of this machine is that it is a combination of three or four machines,” municipal engineer YN Balakrishna told NDTV.

 

Potholes have grabbed headlines in Bengaluru in the recent weeks and the pressure on city officials to mend them went up considerably after a woman was killed when the two-wheeler being driven by husband crashed after hitting a pothole this month.

 

According to the Bruhat Bengaluru Mahanagara Palike or BBMP, the city’s municipal corporation, there are some 4,000 potholes spread across the city. The authority has promised to repair all of them by the end of October.

 

The Python is at the forefront of that effort, the officials say.

 

“We are expected to leave the patch to dry for half an hour but time does not permit so sand or quarry dust is put on top immediately to stop the tar from sticking to vehicle wheels,” Mr Balakrishna said.

Not cumbersome like road-rollers, the Python moves swiftly to the next pothole. One down, a few thousand more to go.


Defence Minister Assures All Help to War Veteran hit by Bureaucrat's Car

Defence Minister, Manohar Parrikar has assured all necessary help to the injured war veteran.



Mumbai/Chandigarh:  No ‘legal manipulation’ will be allowed in the case of a bureaucrat’s car allegedly knocking down a 90-year-old war veteran in Chandigarh five days ago, said Defence Minister Manohar Parrikar, who has assured all necessary help to injured Captain Paramjit Kaur Dhanoa (Retired).

“We will give whatever help is required. I can ask my people in Chandigarh to monitor and see that legal manipulation does not take place because of the influential person involved,” the minister told reporters today in Mumbai on board the warship, INS Kochi.


The car belonging to Secretary, Industrial Training in Haryana, Anil Kumar had allegedly knocked down Ms Dhanoa, a former army doctor, on September 25 when she was entering the Tagore theatre to watch a play along with her family members.

The veteran has alleged that the officer neither provided any help nor did he apologise to her as she lay on the road bleeding and bruised.


Ms Dhanoa received injuries on her face and her head and also suffered broken rib. She was admitted to Command Hospital, Chandimandir and her condition was now stable, her family said.


Her grandson, Gobind Singh Dhanoa took to Facebbook to express his “disgust” over what is being described on social media as VVIP racism. Social media users expressed outrage at the incident.


The Chandigarh Police has booked an “unknown person” under Sections 279 (rash driving) and 337 (endangering life and personal safety of others) of Indian Penal Code.


This Leopard in Rajasthan Found Itself in a Tight S'pot'

Jaipur:  Considered among the stealthiest and fastest animals in the world,  this leopard found itself in a not-so-graceful spot in Rajasthan today.

Apparently out looking for a drink of water, a leopard in Rajsamand district’s Sadulkhera village got his head stuck in a utensil.


Locals say that the leopard probably strayed into the village from the neighbouring Kumbhalgarh sanctuary.


Stealthy at first, villagers were soon alerted by the chaos as the leopard struggled with the pot on its head.


People gathered around the creature trying to take pictures and record video.


The unfortunate creature was finally rescued by forest officials who tranquillized it and then managed to take the pot off his head.


Sushma Swaraj, British Foreign Secretary Discuss PM Modi's Visit to Britain

New York:  External Affairs Minister Sushma Swaraj met British Foreign Secretary Philip Hammond on Tuesday to discuss Prime Minister Narendra Modi’s visit to Britain in November.

Mr Hammond told Ms Swaraj that everyone in the United Kingdom was looking forward to PM Modi’s first visit as prime minister to that country and the trip’s outcome, External Affairs Ministry Spokesman Vikas Swarup told reporters in New York.


In the course of their talks, Britain’s participation in India’s Smart Cities program and their investments in each other’s countries also came up, Mr Swarup said.


 


Pakistan Cricket Board Does U-Turn on Boycotting Ties With India

Karachi: Pakistan Cricket Board (PCB) chief Shahryar Khan on Tuesday did a U-turn on his earlier statement on considering the option of boycotting matches with India in ICC and other multi-team events. (Pakistan threaten to boycott India)


Talking to the media in Lahore, Shahryar Khan adopted a damage control mode insisting that if India didn’t play the planned series with Pakistan in December, he alone could not decide the next course of action.


“If India doesn’t play the series we will see what has to be done but I alone can’t take any decision. I will consult the Prime Minister and the PCB Governing body on this,” Khan said.


The former career diplomat’s changed tone apparently came after a strong reaction from Rajeev Shukla, a BCCI senior official, to his threat of boycotting all matches with India.


Shukla said that there were no chances of a series with Pakistan in December as the Indian board needed government clearance and also needed to sort out some issues with the PCB.


To the threat of boycotting matches with India, Shukla had said that the ICC had laws to deal with Pakistan if they decided not to play India in ICC events.


Shahryar also disclosed that he had got a reply from the Indian board secretary Anurag Thakur to the letter he had written to him on August 28 to confirm the status of the December series in the UAE.


“The matter will now be discussed at the next meeting of the ICC which is round the corner,” he said.


Khan, who leaves for India on Wednesday, also made it clear he was going to India to simply offer his condolences to the family of late Jagmohan Dalmiya.


“There is no other purpose to the visit. Dalmiya was a personal friend and a supporter of having bilateral Indo-Pak cricket ties. He was hopeful about having the series in December. I am just going there to offer my condolences and pay tributes to an outstanding cricket administrator,” Khan said.


He said the PCB despite some statements from across the border had still not given up hope on having the series in December.


“Recent statements on the Pakistan cricket team from the Indian government are encouraging signs for us,” he added.

Bihar Chief Minister, Nitish Kumar is the face of the grand alliance led by his party, the Janata Dal (United), RJD and the Congress.



Jamui, Bihar:  Likening the Bihar election to hosting a wedding, and Chief Minister Nitish Kumar to a “dulha” or bridegroom, Rashtriya Janata Dal chief (RJD), Lalu Prasad, has taken a dig at the BJP led National Democratic Alliance for not having a chief ministerial candidate.

“We, the grand alliance, have dulha (bridegroom) Nitish Kumar. But BJP-led NDA has no dulha,” said Mr Prasad while addressing a rally in Jamui district.


The former Bihar chief minister, in his inimitable style, said that people would reject such a marriage party which lacks the bridegroom.

Mr Kumar is the face of the grand alliance led by his party, the Janata Dal (United), RJD and the Congress.


BJP leaders have maintained that the election will be fought on the achievements of Prime Minister Narendra Modi and the NDA government, and the chief ministerial candidate would be decided after the elections, if their alliance wins a majority.


On the issue of the reservation policy, Mr Prasad said, “Till Lalu is alive, reservation for Dalits and OBCs cannot end. RSS and BJP are keen to end reservation,” referring to the Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat’s suggestion to review the country’s reservation policy.


The BJP has clarified that Mr Bhagwat’s comments are being deliberately misread by other parties. The RSS is the ideological mentor of the BJP.


The former chief minister also sought to caution the voters, saying that BJP workers from Gujarat and Madhya Pradesh are visiting rural Bihar in large numbers to spread hatred and create communal tension for the party to advantage from it politically.


Bihar goes to polls in five phases between October 12 and November 5.


Almost all opinion polls have predicted a neck and neck fight between the BJP-led NDA and the grand alliance spearheaded by Chief Minister Nitish Kumar and RJD chief Lalu Prasad.

Jaipur, Rajasthan:  Atleast 25 students were injured in a clash with police today during a protest demanding the arrest of those involved in an attack on an independent lawmaker at the University of Rajasthan campus.

A group of students under the banner of “Yuva Kisan Chatra Akrosh”, led by its Convener Mukesh Bhakar, assembled at the University campus demanding arrest of those involved in the attack on lawmaker Hanuman Beniwal on September 23, said the police.


Senior police officials say, the protesters started pelting stones at police personnel forcing them to thrash the students. Around 10 vehicles including some belonging to the police department were damaged. Nearly 20 protesters were rounded up for interrogation.

Mr Beniwal has blamed the police for high handedness in stopping the students’ rally which was being held peacefully. The police resorted to baton-charge and indulged in violence injuring at least 50 students, said the lawmaker, while visiting the injured at SMS hospital.


“A group of miscreants probably of Karni Sena attacked me at Jhotwara on the night of September 23 for unknown reasons and he escaped unhurt,” the lawmaker said.

Jaipur:  Considered among the stealthiest and fastest animals in the world,  this leopard found itself in a not-so-graceful spot in Rajasthan today.

Apparently out looking for a drink of water, a leopard in Rajsamand district’s Sadulkhera village got his head stuck in a utensil.


Locals say that the leopard probably strayed into the village from the neighbouring Kumbhalgarh sanctuary.


Stealthy at first, villagers were soon alerted by the chaos as the leopard struggled with the pot on its head.


People gathered around the creature trying to take pictures and record video.


The unfortunate creature was finally rescued by forest officials who tranquillized it and then managed to take the pot off his head.


The leopard has been now taken to Udaipur for treatment.

Tejaswi is contesting his first election and believes Raghopur in Bihar’s Vaishali district is the natural choice for him.



Patna:  Tejaswi Yadav, former Bihar cricketer, is on a mission. The 26-year-old son and political heir of Lalu Yadav wants to win back Raghopur, for years a family citadel, but lost to the Janata Dal United or JDU in the 2010 assembly elections.

The Rashtriya Janata Dal leader’s task would seem easier now that the JDU is an ally for this year’s Bihar election, but the man who won the seat last time, Satish Kumar, has joined the BJP in a huff over the alliance’s decision to filed Lalu’s son instead of him.    


Tejaswi is contesting his first election and believes Raghopur in Bihar’s Vaishali district is the natural choice for him. For 15 years from 1995, his father Lalu and mother Rabri Devi, both former chief ministers, won Raghopur, dominated by Yadavs, seen as RJD supporters.


When Rabri Devi lost in the last election, the gigantic upset was attributed to the area’s persistent backwardness despite having been a VIP constituency for years.


Tejaswi Yadav clearly has that on his mind as he attempts to re-build bridges with the voters. He has undertaken some back-breaking journeys on the campaign trail – by boat across the Ganga river because there is no bridge to connect this riverine area to the rest of the state and on some very bad roads begging to be repaired.


Lalu’s youngest son has no qualms about getting off his SUV every 100 metres to meet people.


“Will you not give me your blessings?” he asks 80-year-old Sumati Devi. Hard of hearing, she does not understand. He then takes her hands gently and puts them on his head. “I will take your blessings anyway,” says Tejaswi smiling, winning many smiles in return


Apart from counting on a favourable caste balance in the constituency, a key factor in Bihar politics, Tejaswi hopes his focus on youth and development will work. “My main agenda is to give the youth a platform,” he says.  


His chief opponent Satish Kumar of the BJP is amused. “He may be young, but I am not very old either,” says the 45-year-old sitting lawmaker.


“Yes, he will get some advantage being Lalu’s son. But Lalu’s votebank here is not intact any more,” he asserts.

Agartala:  West Bengal Governor Keshari Nath Tripathi, who has been given the additional charge of Tripura, was on Wednesday sworn in as the state’s 17th governor.

Tripura High Court Chief Justice Deepak Gupta administered the oath of office to Governor Tripathi, 80, at the Durbar Hall in Raj Bhavan.


Acting Chief Minister Aghore Debbarma, his cabinet colleagues, legislators and leaders of various political parties and top security and civil officials were present at the brief swearing-in ceremony.


Tripura Chief Secretary YP Singh conducted the programme.


Earlier in the day, on his arrival from Kolkata, Governor Tripathi was received at the airport by the chief secretary, Director General of Police K Nagaraj and top officials.

Governor Tripathi took the additional charge of Tripura’s gubernatorial post as the state’s incumbent governor Tathagata Roy has gone to meet his daughter in the US.


President Pranab Mukherjee on September 24 approved Roy’s one month leave and asked Governor Tripathi to discharge additional duties.


Governor Tripathi practised as a lawyer in the Allahabad High Court from 1956 till 2014 except for the three times when he was speaker of the Uttar Pradesh assembly — in 1991, 1997 and 2002.

New Delhi:  Government today released a commemorative postal stamp on Dr BR Ambedkar and said it will come out with a coin in his honour.

Communications and IT Minister Ravi Shankar Prasad released the stamp. The government is celebrating 125th birth anniversary of Dr Ambedkar this year.


The coin is slated to be released in honour of the legendary social reformer and approval from the Finance Ministry has already been received.


“The approval from Finance Ministry was received three days back to come out with a coin in honour of Dr Ambedkar,” Minister of Social Justice and Empowerment Thawar Chand Gehlot said.


Speaking during the occasion, Mr Prasad also questioned why Bharat Ratna was given to Dr Ambedkar so late after his death. Dr Ambedkar was given the highest civilian award in 1990 whereas he died in 1956.

Patna:  RJD chief Lalu Prasad today said the BJP-led National Democractic Alliance (NDA) is contesting Bihar assembly polls like hosting a wedding without bridegroom, which the grand alliance has in Nitish Kumar.

Taking a swipe at the Bharatiya Janata Party (BJP)-led NDA alliance for not declaring any chief ministerial candidate ahead of the state assembly polls, Lalu Prasad at a rally in Jamui district said: “We, the grand alliance, have dulha (bridegroom) Nitish Kumar. But BJP-led NDA has no dulha.”


The former Bihar chief minister, who has a way with words, said people would reject such a marriage party which lacks the bridegroom.


The grand alliance of the Rashtriya Janata Dal (RJD), Janata Dal-United (JD-U), and Congress has declared present Bihar Chief Minister Nitish Kumar as its chief ministerial candidate for the upcoming state assembly polls.


BJP leaders have repeatedly said the name of the chief ministerial candidate would be decided after the polls if the NDA wins two-thirds majority.

Her act got many people changing their perspective and accepting the fact that mental illness can affect anyone and is certainly not to be looked down upon. We all go through heartbreak at some point in life, losing confidence, letting in self-doubt, being demotivated and even disappointed with ourselves. While some of us have a strong will power and determination to deal with these issues and come out stronger than ever, there are a considerable number of people who succumb to it. This article sets out to educate you on identifying when that incessant crying is not okay. It aims to draw a clear divide between those terrible days that leave you feeling all blue and mentally exhausted from a condition which requires you to seek professional help.



 


YOU DON’T NEED A REASON TO BE DEPRESSED


Before we go into the nuances of depression, what triggers it and how to overcome it, let us first understand one of the most common perceptions related to depression. When one is depressed, there isn’t always a specific reason behind it. According to Dr. Madhu Sarin, psychoanalyst and independent practitioner, “Under normal circumstances, you know the cause of your sadness and also how to overcome the current situation. But when we talk about depression, one isn’t really able to zero down on the reason behind the feeling of sadness. It so happens that one fine day you wake up and find it extremely difficult to get out of bed.”



 





Are you clueless about what’s causing that deep seated sadness?


Dr. Sarin further explains how our brain and neurological functions, our emotional health and other psychological and social factors can all come together to trigger depression. When there are some complications in our neurons or neurological transmitters, that is when the role of medication comes into play. Emotional or psychological imbalances can often be checked with therapy and counseling. “It’s like how sometimes you know the reason behind your fever, whereas many other times you are clueless about what could have gotten you down with fever,” noted Dr. Sarin.



 


YOUR PAST AND YOUR COPING MECHANISM


According to Dr. Sarin, most of the times our coping mechanism is unable to tackle a certain situation or a traumatic event; this gets entrenched in the psyche and later on can resurface in the form of clinical depression. Not everyone is equipped with the same set of skills to deal with a stressful or emotional event. Most people around us can be extremely sensitive, hence a depressive condition can be also be a combination of past events, one’s personality and the efficacy of coping mechanism.



 


IS IT JUST A BAD PHASE?


The challenge is then to identify if the person is just going through a bad phase or is it something which needs immediate attention and professional help. How can you differentiate a spell of mood swings from the onset of mild clinical depression? Dr. Achal Bhagat, Senior Consultant Psychiatrist and Psychotherapist and founder of Department of Psychiatry and Psychotherapy at Indraprastha Apollo Hospitals, explains depressive disorder to be a condition wherein melancholia (sadness) is coupled with anhedonia (lack of interest in activities which were once pleasurable). If this persists for more than two weeks and is also coupled with feelings of hopelessness, low self-esteem, sleep and appetite disorders, it can be indicative of the onset of clinical depression. In such situations it is imperative to seek professional help.



 





In most cases, the preliminary signs easily go unchecked


ARE YOU DEPRESSED WITHOUT KNOWING IT?


Dr. Deepika Gupta, PhD in Psychology from All India Institute of Medical Science (AIIMS) and regional manager at Human Dynamic, chalks out a few factors that can help one pinpoint the onset of mild clinical depression. “There are several biological markers as well as other social and psychological behavioural patterns that can help one understand if the onset of depression is imminent,” she shares. Those would include the following symptoms persisting for at least and over 14 days:



 


– Melancholy (sadness)


– Anhedonia (lack of interest in things and activities that are usually preferred by a person)


– Sudden social withdrawal; changed social behaviour


– Feeling fatigued, tired, lethargic, irritable and mentally tired throughout the day


– Drop in self-esteem


– Hopelessness


– Making repeated careless mistakes at work


– Quick and sudden mood swings and fits of anger


– Sleep disorders; insomnia


– Poor memory


– Indecisiveness


Eating disorders; loss of appetite or too much eating


– Sudden weight fluctuations


– Inability to cope with everyday events/situations



 


When it’s just a bad phase: Understand that if you feel depressed or low but are still able to carry on daily activities, it might just be a rough phase. If you can sleep over a tough day and wake up the next morning feeling fresh, with renewed energy and motivation to take up life as it comes, probably it was just a bad day. Dr. Gupta explains, “When you are depressed it affects more than one facet of your life – your behaviour, daily routine and habits, social circle, personal as well as professional life, interests, health and so on.” In short, if you went a little awry at work but were able to switch off and relax with friends while catching up a drink or two, you were doing just about fine coping with a stressful situation.



 


HOW TO COPE?


Some of the leading experts in the field shared ways in which one can overcome depression.


Share – Dr. Sarin says, “the more expressive you are the easier it is for you to manage your stress and contain it.” Lack of expression and inability to vent out are some of the common features of severe depression. Cry it out, talk about it, share how you feel, and what you think with your loved ones. Pick up that phone, write to your folks or the best would be to just see your loved ones in person and spill your heart out. A healthy support mechanism is of the utmost importance.


Sleep & Other Friends – Get ample sleep, good food and regular exercise. meditation, yoga and taking up some hobby can also help distract your mind and facilitate coping. In stressful situations, learn to switch off and get off social media. Some of the recent studies show that social media can aggravate feelings of anxiety in many people, hence ease off a bit there.

Other Little Things – Dr. Deepika Gupta shares ways in which you can self-aid yourself in tackling a depressive spell. These would include, (A) making a journal and writing about your feelings and emotions to de-clutter your mind and maintain a record of your emotional/psychological health. (B) Derive strength from your past struggles and how you overcame tough situations in the past. (C) Unwind – pamper yourself, reward yourself, treat yourself. (D) Do not blame yourself for events and circumstances which were unavoidable. Understand, what’s done cannot be reversed, make peace with it. (E) Learn to let go of memories, people, and things.


Depression is very much treatable; Dr. Achal Bhagat shared that with proper medication, good activity levels (exercise, yoga, meditation) and cognitive behaviour therapy, a person will report feeling positive and uplifted.



 


You and I Can Make a Difference – It is extremely important to identify a rough phase from the onset of mild clinical depression. Many go wrong with it, most ignore it, some choose not to talk about it – it goes unchecked in a lot of cases. A recent study reveals that one in every 10 Indians is depressed. Thinking of it, you can actually come across a depressed person every day and not know about it. So. let’s take some time off and be more observant to those little signs that your friend or colleague must be exhibiting or your friend who has suddenly lost interest and faith in life. Be a little gentle and sensitive with others.
